and Evaluation Consultant - Provide psychometric consultation, test
development, program evaluation, planning, statistical and database development services to a variety of
clients in Canada, North Carolina, Florida, Arizona, and Georgia. Click here

Research and Training Manager - Law Enforcement Certification
Testing.
Provided the daily management of all phases of test development,
analysis, scoring, examinee registration, test administration, and score
reporting for all criminal justice officer certification examinations.
Certification examinations included those for all law enforcement
officers in the State of Florida. Consulted on promotional examinations
for Capitol Police Offices and entry level selection exams for Florida
Department of Law Enforcement Special Agent.
Bureau
Chief
- Provided the daily management of a bureau with 50 full
time and 20 temporary employees responsible for developing and administering
examinations for over 40 licensure examinations administered in Florida.
Supervised six operational units within the bureau: Psychometrics and
Research, Testing Systems Computer Support, Business Management, Test
Administration, Candidate Services, and the Bureau Chief's Office. Maintained a sophisticated business management system supporting
approximately 300 vendor and support service contracts and an annual budget of
nine
million dollars.
Director-
Research, Planning and Evaluation.
Supervise all research, strategic planning and
program evaluation activities for a school district with an annual budget of
$550,000,000. Conducted
survey research, needs assessment, program evaluation, and in-service seminars.
Maintain the district's Geographic Information System (GIS),
which utilized an Oracle database.
Supervised
compilation of student data used in a
Unitary Status Application presented to the US Justice Department. Seated
as an expert witness by the school district for depositions taken by the
Justice Department regarding the Unitary Status application.
Prepared
the District's
Long Range Strategic Plan which was awarded the American
Educational Research Association's Publication of the Year in the
category of Planning. Supervised the work of five permanent staff and three
contracted program evaluators.
Senior
Psychometrician
-Florida State University- Provided consulting services in the areas of measurement, research design, needs
assessment, program evaluation, and statistical analysis for various
clients. Primary duties involve general project management for several
software development projects and for soliciting grants and
contract work. Supervised
the system analysis and database design on all software
development projects. Maintained a courtesy appointment
as Assistant Professor of Educational Research.
Research Assistant
- Florida State University.
Primary measurement duties involved performing Rasch calibration and both
Rasch and linear equating (Angoff IV) for State of Florida student assessment data.
Assisted in other research as needed.
Personnel
Program Supervisor, Department of Administration. The
primary program responsibility was supervising the State of Florida
Personnel Selection and Recruiting Program for 100,000 employees.
Duties included supervising the work of eight professional and
two clerical staff members responsible for performing needs analysis,
psychometric analysis, job analyses, and statistical data analysis related to State of Florida
personnel selection examinations. Duties also included
creating recruitment programs, developing management
training/education programs, and performing program evaluations in the
personnel selection area. Primary
test development activities involved the State Law Enforcement
Promotional Examinations.
